No, I sometimes experience the cursor lag myself even on this machine (800 MHz G3 running Ubuntu). It's real, though not usually so bad.
If you want to provoke the lag into something like a worst-case scenario, zoom in to 1200%, draw five or six overlapping squiggles which fill the viewport (as separate objects), select one, switch to the node tool and wiggle the mouse around over it without clicking. Once you stop, it'll take many seconds for Inkscape to catch up with you (as evidenced by the motion of the ticks on the rulers).
Of course, it happens to lesser extents under less extreme conditions -- I'm just recommending that procedure so you're sure to see it.
