The scales across the top and down the side of the Inkscape main window are experessed in pixels. Is there a way to change them to be expressed in inches?

The units of the rulers correspond to the document's default units, which are configured per document in 'File > Document Properties > Page'.

Yes, File -> Document Properties... and set the "Default units" (over on the right) to "in".
