the layer controls???
(not a newbie question at all given the current state of how layers work)
The last official build (.39) did not have layer controls (and if it did, I don't know where they are).
As far as I know, for layers you'll need to be using a more recent build (the newer the better). In the current builds, there is a menu for layers with a number of controls, and some other controls (such as the layer selector) are located in the status bar.
I believe a layer dialog is due for the next official release (.40) which is due in the next couple weeks. (correct me if I'm wrong guys)
Currently, using layers isn't the easiest, especially if coming from other graphics apps and being familiar with how they function. But as stated, with this next official release the layers will be much easier to control.

a friend of my complained recently, that he could not use pressure feature of his wacom tablet in inkscape. neither linux or windows version. i was just wondering, is this a linux or inkscape problem?
another thing that i might find useful some day is the abillity of changing the perspective of the objects. that is, modyfing the rounding box of object(s) and thus deformating them accordingly.

I wouldn't really call it a problem with inkscape, it's really just a feature that has not been implemented yet. There are already requests that have been submitted regarding that specific feature. And believe me, I can't wait till I can use my tablet (with pressure support) either!

Unfortunately this is another feature that has been requested that last I knew, there were discussions going on as to what the best way to implement it would be.
Honestly, if you have the time, I'd recommend checking the feature requests that are on sourceforge to see if there's anything that you think people missed when discussing these items. Even if you just add a "I'd like to see this too" comment, I'm sure it helps the devs to prioritize new features.

The layer selector in the status bar was present in 0.39 also, actually, though normally disabled. It'd only be enabled if you were editing inside a group (right click on a group, select the "edit group..." command).
The truth is that we had the layer infrastructure finished for 0.39, but the UI is taking much longer. :/

At this point it doesn't look like the layers dialog will be finished in time for 0.40, though all of the normal layer operations will be available via the layers menu and the layer selector.
