Can Inkscape convert PNG into true SVG?
I tried converting a PNG into a SVG. But what Inkscape did was just embed the PNG into the SVG. That isn't what I want and the created SVG can't be re-sized appropriately on web browsers like a true SVG.

It's not really "convert" of data, when you make a vector image of a bitmap. Inkscape, trace function, yes. But trace is what it is.

I tried playing with other options in Trace Bitmap panel, but I still couldn't get the result I want. Is there a particular reason that my PNG couldn't be ideally converted?

Yes. In general it is a complex shape with a very low resolution.

It actually seems to have done a bit of a better job than I expected, given the 51x43 original. However a common alternative to using the trace bitmap function (and what would appear to be a good choice in this case) is to use an image and hand-trace on top of it.
To do so, import the image but then create a few layers. Lock the layer the image is in (you can name it "reference", "image", "original" or some other such helpful name). Then select a layer above it and use the pen tool to trace on top of it. Click on each of the corners of the gear, and drag to get a curve in between. You just need to get a rough shape initially, as it is easy to tweak the vector version as you go, including switching to the node tool with one of the gears selected and dragging on line/curve segments directly.
You can play with layer transparency to get a see-through effect while you are working, and then reset it once you are done.

Trace isn't perfect. I once traced a .gif of a car, and the result looked ultra-stylized, but not real.
In your case, I'm pretty sure you could make this thing from scratch with Inkscape, using the Star tool. Make a 6 point star with spoke ratio 0.7 and Rounded 0.8, and you're already pretty close to what you need. From there, after making a duplicate in case you screw up, you can use Path->Object_to_path to turn it into a path, and hand-tweak all the Nodes to get exactly what you want. Then put the white ring over it, group them, and bang, you're done with one gear. Duplicate it, shrink it, and you have your second gear. Rotate and move until right.
Now I have a question for you: Is there any free software that does what Easy Sketch Pro does?
By the way, for the presenter's purpose, I think he would have been better off exporting plain SVG, in which case he wouldn't have needed to edit the XML.

First off, zoom in before running trace bitmap so you can compare better. Try to play with the options on the Options tab of the Trace Bitmap dialog... specifically give it a go after unchecking all three options first to see what that result is like.

I think you are missing a fundamental difference between a bitmapped (png) image and svg image. The bitmapped images is just a collection of pixels in a defined space i.e. width x height. Where the vector image is a math expression that plots points i.e. draws a picture. To get an exact conversion of the png to svg, you would need to create an math expression that could redraw exactly every pixel in the image.
With current bitmap tracing algorithms I don’t think that kind of precision is possible.

Actually the image is a psd layer being exported into a flat PNG, the original psd layer is a vector layer (or whatever you call it) which was probably created in Adobe Illustrator, like this: https://dl.dropboxusercontent.com/u/53704642/temp/cogs-psd-layer.png
It can be converted into an ideal svg I need by using the following method. My friend who has Adobe Illustrator already did that for me, and it worked perfectly. http://hackingui.com/design/export-photoshop-layer-to-svg/
Because I currently don't actually have the license of Adobe Illustrator so that's the reason I was trying if Inkscape could do the job instead.

How exactly did you convert your png to svg? Doesn't sound like you used bitmap trace.

You might have a look at https://affinity.serif.com it is a new program on the market. Mac only version. But I opened a vector PSD file of an ice cream comb and exported it as an svg. Did a pretty decent job of it.
Then opened the svg in inkscape, ungrouped the finished product and definitely had vector components to it.
