I'm using Inkscape .48 on a Kubuntu 10.10 system with 8Gb of RAM and plenty of drive space.
Any attempt to modify Document Properties results in a crash.
I've tried it with both a new (blank) load of Inkscape as well as a couple of different pre-existing drawings.
It always says "Inkscape encountered an internal error and must close..."
Any ideas?

Yes, this is a known bug, fixed in trunk and for the soon-to-be-released Inkscape 0.48.1:

It's a shame when a feature works fine for multiple versions and suddenly dies with the latest release. [wry grin]

AFAIU the crash is triggered by changes in the upgraded GTK+ version (2.22.x) used on (K)ubuntu 10.10 and occurs on desktops/platforms which use certain (custom) icon themes.

P.S. As a workaround until 0.48.1 is available, you can temporarily switch to a different icon theme (Gnome or Tango) or search in the comments of the report for other confirmed workarounds.
You are right. It's an icon problem.
