Is there a place that I can get generic emblems, that are legal to use, such as fire and police department emblems, that I can edit as needed?
Emblems or icons?
I find lots of great SVG icons that are often Creative Commons or public domain by Googling, for example "police.svg" and "fire.svg".
There are also LOTS of interesting icons on http://openclipart.org/

You might also try WikePedia or MediaWike. Especially with flags and coat-of-arms, they quite often have SVG-files of them.
