In Inkscape, if you select more then one object and do a rotation transform, it rotates both objects as if they were one. For instance, if you have a horizontal line of squares and rotate them 90 degrees clockwise through the transform dialogue, you get a verticle line of squares.
However, I want Inkscape to rotate some objects like it does with the "rotate 90 degrees" button. It is tiresome to select one object after another and rotate it 45 degrees or some other number that isn't a multiple of 90. Is there some way to do this without brute force? if not, I think it should definately go on the to-do list, considering that it's useful and Inkscape almost already does it.

I think it would make sense as a checkbox, "Rotate objects independently", off by default, on the Rotate tab of the Transform dialog. The same would make sense for Scale and Skew.
Will you please file a RFE for that?

A request has already been filed for this.
I commented that probably the best way to do this would be to require users to group shapes if they wanted them to be rotated as a group and the requested behaviour would be the default.

NO. I strongly disagree. This will break so many user's basic expectations - it will be a disaster.

It is not ideal but I think the messing required to have both types of rotation any other way will be even worse. It might be better not to implement the suggestions all, I think we have a case of conflicting requirements.
For what it is worth OpenOffice.org Draw rotates all objects in selection as one big group and doesn't seem to provide any other way to rotate.
Depending on what exactly the user wants there may well be a workaround using Symbols/Clones, tranforming the original and having the others follow but I dont know Clones well enough.

No messing. Just a checkbox in Transform for those who need it.

Of course. It's the default everywhere. The other way is much more exotic.

Argh, no, that would be horrible!
One of the first principles of usability is that you make the most common operations _easier_.
