Of course as a non-developer I don't have the authority to say this. But I would like to say (enthusiastically) that I have been really lucky with all the 0.43-0.44 development versions that I download as autopackage for linux in the past months. I download them regularly. They practically never crash and run perfectly fine on Ubuntu Dapper (x86).

We expect to put out new pre tarballs once every 2-3 days until the release.
As to when the release will come, we must get through the hard freeze phase first, and that is a decision ACSpike and JonCruz will make.

Looking at the tags in SVN, in the past we've always had exactly four (pre0 - pre3). However, that's coincidence rather than a rule. It's up to the release wardens to determine when things are smooth enough to stop doing pre-releases and release the final version.
