All good ideas. I've seeded proposal pages for each of these three
ideas in the board docs, as I think they're pretty close.

All three will require a "voting statement" made before we can vote
(basically, turn the premise into a Yes/No question), as well as
specifying any particulars like (estimated) costs, procedures, etc.
Tav, would you mind drafting up the three items above? I think you can
commit directly to the board-docs bzr tree, if not let me know. I'll be
available for proof-reading and copyediting as well.
Once they're ready, let me know and I'll run a vote.
