That's essentially what I proposed earlier. However the implementation is tricky, and care must be taken to avoid adding bottlenecks to existing workflows.

In here, you can change the style whenever you want, and it'll behave exactly like create first and create object. But, if you don't want to change the style, you can always just create a new object with the last used style.

I've just checked after running Inkscape with default settings and I notice some tools are set by default to "own style" and others to "last used style". I don't see any reason for this discrepancy and I think all tools should be set to the same behaviour, whatever it is.
