Seems like a dynamically calculated "most popular" or "more recently
used" list or category would be the most effective? I think gimp has
added something like that for their filters... yes, they have a
"Recently used" category at the top of the menu, in addition to the
Repeat / Reshow last. Doesn't seem to persist across sessions though,
probably should.
GIMP is a different beast. You can go and assign any hotkey to any
menu item there, so accessing most used color tools and
filters/scripts there is not an issue.
