I posted a couple of messages to the dev list, but didn't get much of a response. Can someone tell me where I can begin to help working on documentation?
I know it's not always pleasant working with a noob, but I learn quickly and can be a lot of help if you point me in the right direction :)
I'm willing to work on anything, wherever I'm needed most.

I'm Elisa and I write in french in the manual. So scuse my terrible english.
I don't understand exactly your question Alexandre, but i give some explaination for Joshua : First, a long time ago, Kevin wrote a non official manual. When Sodipodi was born, Pygmee begin a manual in english or/and in french. When Inkscape was born, Pygmee pursue.
Kevin and Pygmee join their work.
Kevin, nowadays no work for Inkscape.
Pygmee know english and write the manual in both languages (first en french, after en english I think).
I just wrote in french.
Now, only the chapter 1 in french of the manual is ok to translation into english. I don't know how the manual in english is updated.
We have a little team in french : I read the first (old) write of Pygmee. I add new things. We have two people who make corrections and suggestions. I make the ultimate change and after it's ok for traduction. Pygmee was a little away for 2 months. But i know, often, he add in the french manual the information of the release notes (in the wiki) and he translate it into french.
I begun with the chapter 1, Now i'm in the chapter 2 (after chapter 3 etc).
Then i think we don't have any summary on status of EN-FR sync neither list of missing part in french or un english.

Great! This is definitely helpful for understanding.
So, if I gather correctly from what you said, basically the whole manual exists in English, but in a very old format, a few parts of which are probably more recent updates. But you aren't really certain of the status of the English.
What I'd like to know now is:
- who is leading the En doc team? Or, if nobody is, then who has the most knowledge of what's going on and is active enough to answer quesitons?
- where are the current French and English versions found?
- how do I get commit access to them?
- who on the French team wants to work with me to get the English in sync and possibly take any new material I write in English and translate to French? (Who is the liaison, to put it in your terms :)
I really want to begin working on this. I'll need information on format, etc., from somebody who knows all that. I'd also like to put all this info somewhere on the "we need help" page, because it's not there right now and it's frustrating to try to find out this stuff when the info is not there. Maybe I'm wrong, though, so if I am point me in the right direction.
Look forward to working with you all. If you don't mind, can I get a short email from each of you telling me who you are and what you do with the project? Just send it personally, off the list.

If not, does it matter what I translate, or can I just dive in wherever?

No you can translate the chapter 1 of the french manual into english :-) (but first see the chapter 1 english, a part is ok).
