Sure. I'm going to leave from all links presented at this page
( https://inkscape.org/en/community/ ) only "English and Russian
forums", "IRC English channel", etc. I would say it won't be a lot of
information to read through, so

- Oh, this was referring to the Chat page. Because there is no extra irc
channel for many languages (Russian included), it would be good to
explicitly say that the Chat we offer is for English only. The people
who answer the questions on IRC don't like to be asked questions in a
language they don't speak.
