A "Keys and mouse reference" translation system is available in the inkscape-docs project as of revision 385 (see https://code.launchpad.net/inkscape-docs).
The new keys.xml has been almost entirely docbookified in order to make its conversion to PO easier, and the resulting HTML file is slightly different than the current one (new external CSS, some style changes, and strict XHTML 1.0). I didn't wanted to change its aspect too drastically, and thus only fine-tuned some styles in order to (hopefully!) improve the overall readability on most browsers (tested with Opera 10.63, IE8 and Firefox 3.6.10 on Windows XP, and Firefox 3.6.10 on Ubuntu 10.04). Don't hesitate to comment.
To add a new translation, copy keys.pot (from http://bazaar.launchpad.net/~inkscape.dev/inkscape-docs/trunk/files/head%3A/...) to LANG.po, translate (only 939 strings...), and attach the PO file to a bug report, send it to the translators' list, or commit it if you have the appropriate rights. Then update the UI translation file to redirect the link to the new HTML file on the website.
BTW, we currently use keysVERSION.html (keys048.html) and thus it would be straightforward to use keysVERSION.LANG.html (keys049.sk.html...). But we could also choose keys-VERSION-LANG.html (keys-049-ja.po). Any preference? or another idea?

I remember there was a problem with the man page I translated to Slovak - characters in UTF8 weren't displayed properly. I remember there was a French translation, too, but don't remember if accented characters displayed properly - or if it used iso-8859-1 as opposed to utf-8.

I translated the inkscape.pod file to Slovak and I'd like to see it included in 0.47. 1) I'm not sure where to add it so it will build (because I don't understand autotools very well)
2) I can't get it to build correctly and I have this problem with the existing French manpage, too I tried it on Ubuntu 9.04: pod2man -u --center=Inkscape inkscape.sk.pod > inkscape.sk.1 man -l inkscape.sk.1
With the -u option it munges the non-ASCII characters, without it it adds A~X sequences.
When I did a normal make, inkscape.fr.1 was created but this has the same problem - note the A~X sequences. I noticed the utf8-to-roff filter in the makefile but I don't know how to use it. Anyway it seems it's used for the French file in the makefile so it probably doesn't work.

Initial PO support for the man files (via pod files) committed in inkscape-docs, revision 431. Now I have to investigate the characters issue with make. Apparently, using "pod2man --utf8" with the generated pod files gives a perfect result (only tested with the French translation).

Well, the wiki really needs an update... The docbook Inskcape User Manual is no longer maintained. It was replaced in 2009 with an online manual on FlossManuals (http://en.flossmanuals.net/). Translation is possible, but the UI is not very convenient (the new booki project, currently work in progress, should bring some new tools). Please use the related mailing list (Discuss@...274...) for details.
