You can also choose which translation you want when you install the program (at least in the Windows port). If you don't want tranlation just remove all and Inkscape will just be in english 'cause it will be the only language avaliable on your instalation. Hope it helps.

Short answer: there is no "Portuguese" nor "English" version.
Inkscape comes with the complete set of translations. Starting Inkscape it "detects" your language and shows you the localized strings.
In order to show English strings you should set the environment variable "LANG" to "en_EN" before starting Inkscape.
Currently there is no option in Inkscape to tell which language strings to show although this is a often asked feature.
