From what I understand on how we got to this point, this would be what I'd ask the SFC.
Dear SFC,
we'd like to have a meeting and get your advice on:
- While we do not want to give up on the decentralized volunteer-/community-driven nature of the project ("nobody can tell anybody what to do"), there are areas that we are struggling with because of missing leadership. If anybody is free to do as they please, who takes care of making plans for what's in the best interest of the project? Currently, that's no one - including the Inkscape board, as it was neither installed as a steering committee or authoritative body, nor conceived to be either of those. That leads us to our current situation where we are sitting on a pile of donations without any plans on how to spend that money (e.g. paying someone to do work no volunteer wants to do), and we’ve kind of grinded ourselves to a halt discussing how to approach this. We know that we need to change the way we work, but don't know how. Do we need to restructure the board and give it authority? Do we hire a project manager/ counsel/... whatever? Thanks for chiming in. Your question is a little long, so I was thinking to try and shorten it. Do you feel this expresses the same intention? How do we identify / encourage / recruit people who want to do the project management aspects of funded development? Do other organizations have this as a paid position? How do other community-driven projects express and decide on an overall direction for the project?

I was hoping to have Marc be able to speak up before we started planning times, but this works as it'll give us a sense for when people will be available to meet.
I've filled it out with the assumption these times are in EST, let me know if it's UTC or some other timezone.
The goal of the request is actually to ask for the SFC's advice for conducting meetings, to onboard/train committee members on how to conduct them. Because the Inkscape project hasn't been conducting actual meetings, it's been doing "status updates" (horribly mislabeled everywhere) so every time committee members tried to add agenda items to discuss serious business, they would be removed as not appropriate for the type of status update process that event for intended for.
Now that we know that this monthly event isn't an actual committee meeting. We have an opportunity to create a real, fully developed meeting. With a discussion agenda, voting, minutes and all the parts of a meeting that many in the project really want (and thought we had, until it turned out we didn't) and your help setting that up would be great.
There is a dependency chain of administrative items that we need to work through before we get to funding though, and I don't want us to start on further items until we've fixed the first items:
1. Meetings - holding actual meetings, so people have an opportunity to talk about the administration of the project and the community has a space to bring items. 2. Constituency - We have no idea who is in the inkscape community. And this is devastating to our ability to act authoritatively as EVERYTHING is stalled waiting for the mythical "inkscape community" to agree to things. But because we don't have a handle who this community is, we have no idea if we have a quorum in any particular meeting or team, or if we're reaching people. We need meetings to have the practical space to work out how this will work. SFC's guidance will be critical here. 3. Discuss and request a change of definition of the "Inkscape Community" with the SFC (update to the Agreement text) to allow... 4. Voting on a replacement member - We're currently one short, for 6 months we've been unable to hold a vote because we have no idea who to send ballots to. 5. Discuss and request a change of definition of the "Inkscape Community" with the SFC (update to the Agreement text) to allow... 4. Then we can start sending information to everyone about important discussions for funding. This is a tentative agenda for tomorrow:
* The right way to run meetings; sticking to agendas, having tasks, making sure tasks get done. * Should we rotate the meeting president (this is the person that presides over the meeting, not a leadership thing) * Setting regular meeting time. The frequency of meetings, announcing, calendars, etc. * Having a secretary who has a protocol of where to put recordings, notes, transcripts and other important data so the whole community will know. (I'm interested in doing this) * How much responsibility should committee members have? How much work should be expected for this position? * And if we have time, we can practice vote: Rename "Inkscape Board" to "Inkscape Committee" in all locations.
We'll probably talk about some other stuff. But let me know if there's something urgent we should add/change in this list before tomorrow.

There is a dependency chain of administrative items that we need to work through before we get to funding though, and I don't want us to start on further items until we've fixed the first items:
- Meetings - holding actual meetings, so people have an
opportunity to talk about the administration of the project and the community has a space to bring items. 2. Constituency - We have no idea who is in the inkscape community. And this is devastating to our ability to act authoritatively as EVERYTHING is stalled waiting for the mythical "inkscape community" to agree to things. But because we don't have a handle who this community is, we have no idea if we have a quorum in any particular meeting or team, or if we're reaching people. We need meetings to have the practical space to work out how this will work. SFC's guidance will be critical here. 3. Discuss and request a change of definition of the "Inkscape Community" with the SFC (update to the Agreement text) to allow... 4. Voting on a replacement member - We're currently one short, for 6 months we've been unable to hold a vote because we have no idea who to send ballots to. 5. Then we can start sending information to everyone about important discussions for funding. Hopefully everyone in the Inkscape community will get a chance to be involved in this discussions and the inkscape Committee can act as gentle stewards allowing the community to work through items in confidence with our new regular meetings acting as the backbone (and contextual location) for the discussions.
You can see that we have quite the list of items to work through.
I believe there may be some confusion in the discussion about this being a change in the way the Inkscape Committee acts as a leadership. Or about funding. This request is not about funding, or about how "the project" makes decisions. It's just about how the committee conducts it's business and plugs back into the inkscape community so we can start being effective again.
