An IRC meeting is an excellent idea.
Any day at noon PDT (9 PM CEST) is OK with me. Thursdays I have an SVG
WG meeting at 1:30 PM PDT (10:30 CEST).
My agenda items would be:
C++11
Hackfest 2016
Paid development

Proposal for board meeting
by Bryce Harrington
Hi guys,
Now that our board is re-manned, I'm thinking it'd make sense to call a
meeting on IRC. I don't have anything major to discuss myself, but
I'll bet the rest of you have some good ideas to float.
How does some time first week of October sound? Thursday Oct 1st? Or
would the weekend be better? I seem to recall that before we met at
noon pacific time; would such a time be impossible for anyone?
http://wiki.inkscape.org/wiki/index.php/Board_Meetings
As far as agenda goes, I don't have anything to suggest - this past year
we've accomplished so much! I figure we can just play it by ear, and
leave the agenda to "opens".

Sounds like a good idea to me. I'm pretty open on time.
Cheers,

Thank you Ted and your colleagues for hosting our election!
Krzysztof and Martin, welcome to the board! As Ted said, please make
sure you have subscribed to inkscape-board@ with the email addresses you
plan to conduct your Inkscape business with. Please also make sure your
profile at inkscape.org is fully filled in (Jon and Ted, you also need
to put something in there.)
I've added both of you to the inkscape.board team in Launchpad. This
gives you read and write access to our board-docs repository, which is
where we handle proposals for votes.
Requests and suggestions for votes can come from anyone (not just board
members), but the first step is to draft a Proposal. There is a file
proposals/TEMPLATE with the recommended sections to include; basically
we like to have a clear and precise statement of what's to be voted on,
along with a background section that explains the concept and why it's
important. If there are special tasks that will need to be done, call
those out and identify the assignees or how assignees will be
determined. Often it's a good idea to float an idea on the mailing list
to gather feedback, especially for things that might be controversial or
involve a lot of money.
Once it's ready to go, notify the Chair (me) to review and post the
proposal for the board. (I can also handle writing up the proposal,
although I _really_ appreciate it when others handle the drafting.)
The Chair is responsible for collecting the votes and notifying the
Conservancy. Where money is involved, Conservancy typically handles the
reimbursement and often the purchasing as well.
Completed proposals are then moved to the resolutions directory in the
board-docs repository.
I think that covers the mechanics of how the board works. One important
point I should bring to your attention is the importance of casting your
votes. Our new Fiscal Sponsorship Agreement specifies that board
members must participate in the voting as a requirement of membership;
see the FSA for details on this requirement. If you're going to be
unable to vote for an extended period, there's provision given for grace
periods - just let us know your timeframe and we'll sort out details.
Again, thanks for your service,
Bryce

Hackfest 2016
by Tavmjong Bah
Hi,
If we are going to have a hackfest in 2016 we should probably start
thinking about it.
I quite like the idea of having a hackfest before or after LGM (London
April 15-18) in Leeds (two and a half hours north of London via train).
We don't necessarily need to be coupled with LGM. We talked a little
bit about where to hold the 2016 hackfest in Toronto. See:

[REFERENDUM] Funding for Attendance at the Graphics Web Conference
by Bryce Harrington
A majority vote of the current board members is required for the
following proposal relating sponsoring an Inkscape to attend the
Graphical Web conference in Pittsburgh.
Proposal:
1. Fund $500 for attendance at the Graphics Web Conference
[ ] Yes. Approve the following proposal
[ ] No. Do not adopt the following proposal.
------------------------------------------------------------------------------
Funding for Attendance at the Graphics Web Conference
------------------------------------
1. Background
=============
The Graphical Web Conference, formerly SVS Open, is the premier
conference focusing on Web graphics. Inkscape is a native editor for
SVG content and is widely used for producing web graphics. It is
useful for us to have a representative at this conference to keep up
on the latest developments in web graphics as well as to promote
Inkscape. The conference organizers have waived the conference fee
for our representative as well as provide a slot for a talk on SVG
2 and Inkscape.
For reference, Inkscape's 2015 budget is posted at
https://inkscape.org/en/about/governance/budget/
2. Support for Inkscape representative
======================================
Inkscape board will provide a maximum of $500 to support the
attendance of an Inkscape representative to attend the Graphical Web
conference in Pittsburgh in September 2015. The representative is
expected to give a talk focusing on SVG 2 and Inkscape's support for
SVG 2 features.

The Graphical Web Conference
by Tavmjong Bah
Hi,
The Graphical Web Conference (formerly SVG Open) is taking place Sept
23-26 in Pittsburgh.
https://www.graphicalweb.org/2015/
I submitted a talk on SVG 2 (in which I highlight Inkscape) which was
accepted. For the past few years the conference has fully paid my
travel costs (I've asked Inkscape for backup funding each time but I
never had to use it). This year it is clear that the conference will be
unable to fund my travel as they are running a rather large deficit. It
is probably not worth the $1500 it would take for Inkscape to send me
to the conference but it might be worth sending someone who is closer,
especially if that person could fill in for me. I was thinking maybe
along the line of $500 of support. (We can probably get the conference
fee waived.)
What do you all think about this?

[REFERENDUM] Sponsorship Levels
by Bryce Harrington
A majority vote of the current board members is required for the following
proposal relating to establishing funding levels and rewards for sponsors.
Proposal:
1. Adopt the following proposal concerning funding levels and recognition for sponsors.
[ ] Yes. Approve the following proposal
[ ] Yes. Approve the following proposal but with the listed modifications.
[ ] No. Do not adopt the following proposal.
------------------------------------------------------------------------------
Inkscape Funding Levels For Sponsors
------------------------------------
1. Principles
=============
Inkscape wishes to acknowledge and encourage donations from
sponsors. This proposal establishes a set of funding levels with
given rewards.
2. Levels
=========
The following levels are established (in US$):
Diamond Scribe: $20,000
Platinum Pen: $10,000
Golden Brush: $5,000
Silver Quill $2,000
Bronze Stylus: $1,000
3. Rewards
==========
1. Acknowledgment with logo on "Our Sponsor Page" (one year)
2. Acknowledgment with logo on our home page (one year) for Silver and above levels.
Logos must be 160x80px and non-animated. SVG's are encouraged. Logos
must be non-political and non-offensive with the Inkscape board and
SFC being the final arbitrators of suitability.
4. Non-monetary Donations
==========================
Non-monetary donations are also accepted and may, with board
approval, qualify for one of the above rewards. A general rule is
that $5 worth of services is equal to a $1 cash donation.
Significant non-monetary donations not qualifying for a reward
will be recognized in a general "Thank You" section on the "Our
Sponsors" page (as is the current case).
4. Retroactivity
================
With their agreement, previous donors of $1000 or more will qualify for the above
rewards with a starting date of the adoption of this resolution.

Sponsorship Support Levels
by Tavmjong Bah
Hi,
In case anybody missed it, Karen reports that we have a prospective
donation of $1000 in return for mention on our Sponsors page:
https://inkscape.org/en/support-us/sponsors/
Bradley suggests that we should formalizing a donation program. One
example he gives is Twisted Matrix:
https://twistedmatrix.com/trac/wiki/TwistedSoftwareFoundation#B
enefitsofSponsorship
which has the following levels of support.
Diamondback: $20,000 and up
Platinum Python: $10,000
Golden Tree Snake: $5,000
Silver Sidewinder: $2,000
Copperhead: $1,000
Aluminum Adder: $100
He suggests skipping the lowest level. Bryce and Josh have expressed
support for these levels. I think they are good too. Note that the
levels have been customized. Perhaps we could have:
Diamond Scribe
Platinum Pen
Golden Brush
Silver Quill
Copper Pencil
The Twisted Matrix program puts the logos of Silver and higher sponsors
on the home page for one year. They also dictate the size of the logos.
(160x80px).
I think we should adopt this program quickly before we lose this
opportunity.
