VOTE: Mastodon.art funding

Background
Inkscape currently has a Mastodon account on the mastodon.art server. It is an art focused Mastodon instance that has a wide variety of artists, but also allows anyone on the greater Fediverse to see the content Inkscape posts. The service is run by a set of volunteers that have a Patreon-style set-up to cover their costs of hosting, and other things that the project needs. This is their only source of funding (they don't sell ads, etc). Many users contribute to that as the "cost" of having an account on the service. Inkscape has not previously contributed to this service.
There is unfortunately very little precedent on how much a social network account should cost. Most major networks are venture or ad supported and give out the accounts for zero-cost. Though it seems likely in the future Twitter will be charging $8/mo if you want your posts to be seen. No one is distinguishing between user or project account, though it is likely their costs are different based on volume.
The mastodon.art service has a few ways to contribute, I'll work with them to figure out which is best to ensure they can use the funds at the lowest fee and is easy for the SFC to work with. All amounts are monthly for the 2023 calendar year. Marking each of the votes with "or less" and I'll take the highest amount that gets a simple majority. Please use the "Other" option if that's not how you'd like it to work.

Dear PLC,
*Background:*
Jonathan Neuhauser (@joneuhauser at Gitlab and chat.inkscape.org) is
submitting a proposal to hire three core developers for the equivalent
of a month of work each to fix bugs and regressions during the remaining
time until the 1.3 release. This proposal has been cleared by the SFC
(Pono and Karen) and received a favorable reception during the developer
meetings. The proposal is designed such that no (micro)management /
mentoring is needed (thus only trusted core developers were considered).
As the AI project explicitly targets outside contractors, this proposal
attempts to use our funds internally.
The complete proposal is appended; it contains all the details on the
selection process, persons, objectives as well as a personal remark by
Jonathan on the impact on the project's general atmosphere.

Voting is needed on the following items:
- hiring Rafal Siejakowski, Martin Owens and Tavmjong Bah as contractors
during the bugfixing season in order to fix serious bugs before 1.3 is
released,
- allocating a total of USD 34,200 as compensation for the three
contractors.

Inkscape 1.2.2 is a maintenance and bugfix release, which brings you
4 crash fixes, over 25 bug fixes, 5 fixes for extension bugs
and 13 improved user interface translations.
Notably, the OpenClipart import is now available to everyone, regardless
of the
selected packaging format or operating system, spellchecking finally
works on
macOS, performance is improved (in exchange for dithering disabled by
default),
extensions that modify colors can now also modify colors in patterns again,
and for our maker community, we fixed some issues with the measure tool,
the DXF14 export and with hairline strokes.

[vote] funding for AI import project

Dear PLC,

Jonathan Neuhauser (@joneuhauser at Gitlab and chat.inkscape.org) is
submitting a proposal to hire a freelance contributor to write an
importer for AI files as a Python extension. For one, this is a highly
requested feature
(https://twitter.com/inkscape/status/1574010475024683008), and its
boundary conditions make it perfect as a "test balloon" for contracting
out work, in general.
The complete proposal can be found here [1]; the first 2 pages are the
"job description", while pages 3-5 contain information on the hiring
process, license, milestones, financials and what has already been
prepared code-wise.

Voting is needed on the following items:
- assigning Jonathan Neuhauser, Réne de Hesselle, Marc Jeanmougin and
one SFC staff member (to be determined) as hiring team (with Martin
Owens as stand-in if one of the other members become unavailable), who
will also perform the midterm evaluation and decide whether the project
should be extended,
- allocating a total of USD 21,000 for the project, of which $600 are
allocated as a management stipend, $400 as a stipend for the hiring
team, and $10,000 as compensation for the candidate for the first part
of the project,
- authorizing the hiring team to decide, in consultation with the Dev
Team, whether the project should be extended (i.e. another $10,000 for
compensation of the candidate).
