VOTE: expand Hackfest to 11 participants

Background The Hackfest 2023 in Bensberg was planned for 10 participants. While it looked like we couldn’t fill those 10 slots for most of the time, we suddenly have the opportunity to expand to an 11th participant. The attendees would then be comprised of 9 long standing contributors and 2 promising newcomers. It goes without saying that this addition has been carefully considered in the best interests of the project (this is not a vacation). This would increase the total event cost (excl. travel) from 9,770 € to 10,607 €. You have previously voted on a budget up to 10,000 € which we would now exceed. If the numbers above only look vaguely familiar, take a look at the updated calculation on the bottom of this page: https://wiki.inkscape.org/wiki/Hackfest2023_Bensberg It is now precise and does not contain an ominous „buffer“. Full disclosure: even in the event that you approve an 11th participant there is the possibility that our hosts cannot make it happen. (But at least we tried.) Vote: Bugfix Accelerator 2023 v2

Dear PLC, *Background:* Jonathan Neuhauser (@joneuhauser at Gitlab and chat.inkscape.org) is submitting a proposal to hire two core developers for the equivalent of a month of work each to fix bugs and regressions during the remaining time until the 1.3 release. This proposal is a slightly changed version of the one voted on in December; with the main change that one contractor was removed to take into account PLC member remarks asking for a smaller scale first attempt. The complete proposal is appended; it contains all the details on the selection process, persons, objectives as well as a remark on why the Dev team asserts the opinion that at least two contractors should be hired for this project. *Proposal:* Voting is needed on the following items: - hiring Rafal Siejakowski and Martin Owens as contractors during the bugfixing season in order to fix known bugs before 1.3 is released, - allocating a total of USD 22,400 as compensation for the two contractors. VOTE: Hackfest2023 Bensberg Funding

*Background* In the past, Inkscape has chosen to fund Hackfest costs, including venue, hotel, and travel expenses. *Proposal* This year's Hackfest in Bensberg has an estimated cost requirement of up to *20000 € for 10 attendees*. Cost calculation The fee per attendee is 837 € and is due on the last day of the event, payable via debit or credit card (VISA, Mastercard). A billing address needs to be provided in advance. hotel room incl. breakfast 127 € x 4 days = 508 € catering service (days 1-4) 70 € x 4 days = 280 € catering service (day 5) 49 € x 1 day = 49 € -------------------------------------------- 837 € 837*10(attendees)= *8370 €* One attendee (RdH) needs to pay the additional fee for the meeting room. meeting room (days 1-5) 180 € x 5 days = *900 €* An additional *730**€* is requested to be used to cover any unexpected expenses, the full balance to be returned if none arise. In the past, the project has also offered reimbursement of up to 1000€ in travel expenses, to be reimbursed to each attendee upon submitting of travel receipts. Dear PLC, *Background:* Jonathan Neuhauser (@joneuhauser at Gitlab and chat.inkscape.org) is submitting a proposal to hire three core developers for the equivalent of a month of work each to fix bugs and regressions during the remaining time until the 1.3 release. This proposal has been cleared by the SFC (Pono and Karen) and received a favorable reception during the developer meetings. The proposal is designed such that no (micro)management / mentoring is needed (thus only trusted core developers were considered). As the AI project explicitly targets outside contractors, this proposal attempts to use our funds internally. The complete proposal is appended; it contains all the details on the selection process, persons, objectives as well as a personal remark by Jonathan on the impact on the project's general atmosphere. *Proposal:* Voting is needed on the following items: - hiring Rafal Siejakowski, Martin Owens and Tavmjong Bah as contractors during the bugfixing season in order to fix serious bugs before 1.3 is released, - allocating a total of USD 34,200 as compensation for the three contractors. Notably, the OpenClipart import is now available to everyone, regardless of the selected packaging format or operating system, spellchecking finally works on macOS, performance is improved (in exchange for dithering disabled by default), extensions that modify colors can now also modify colors in patterns again, and for our maker community, we fixed some issues with the measure tool, the DXF14 export and with hairline strokes. [vote] funding for AI import project

Dear PLC, *Background:* Jonathan Neuhauser (@joneuhauser at Gitlab and chat.inkscape.org) is submitting a proposal to hire a freelance contributor to write an importer for AI files as a Python extension. For one, this is a highly requested feature (https://twitter.com/inkscape/status/1574010475024683008), and its boundary conditions make it perfect as a "test balloon" for contracting out work, in general. The complete proposal can be found here [1]; the first 2 pages are the "job description", while pages 3-5 contain information on the hiring process, license, milestones, financials and what has already been prepared code-wise. *Proposal:* Voting is needed on the following items: - assigning Jonathan Neuhauser, Réne de Hesselle, Marc Jeanmougin and one SFC staff member (to be determined) as hiring team (with Martin Owens as stand-in if one of the other members become unavailable), who will also perform the midterm evaluation and decide whether the project should be extended, - allocating a total of USD 21,000 for the project, of which $600 are allocated as a management stipend, $400 as a stipend for the hiring team, and $10,000 as compensation for the candidate for the first part of the project, - authorizing the hiring team to decide, in consultation with the Dev Team, whether the project should be extended (i.e. another $10,000 for compensation of the candidate). AI Import Project Ideas

Howdy folks, Sorry for the delay. Here is the the ideas that I think came up in the PLC meeting (not all by me) but I wanted to write down for those who couldn't make it: People generally seemed happy with the idea of paying for reviews/mentorship though it seemed like folks weren't sure on how much seemed right. Probably a different amount for each. We talked about reimbursing for a Creative Cloud license to create test files Some additional thoughts. I think we need to either specify the reviewers/mentors in the proposal or a process to choose them just to ensure there is no conflicts of interest, etc. The proposal was written up to suggest that we'd do the first 6 weeks, and then a PLC vote. I can't speak for everyone, but I think the review team could decide on the second six weeks not the PLC. The PLC is slow 😄 We should probably include a comment in the job request mentioning the net30 payment schedule, just to be entirely clear for anyone who would apply. I'm not sure, and I'm not sure if Pono knows, but we should probably clarify licensing and/or copyright ownership. This seems to me to be work-for-hire which would mean that Inkscape would own copyright. I don't think that folks would have an issue with that as we'd release it as GPLv2+ with everything else. But we should be clear. Overall, I'll say again I'm excited about the progress on this. Thanks to all who contributed! Ted
