Outreachy planning

Outreachy was mentioned in the board meeting again today, and I took an action to review what had been decided by the board for Outreachy funding previously. https://alpha.inkscape.org/board/referendums/resolutions/outreachy_2018.html So it looks like last time, we were anticipating some external sponsorship, so voted to establish a way for sponsors to tag their donations to the program. I checked our donation records and there were no contributions tagged for outreachy, so I think no funds were raised. However, the resolution was not year-specific, so if we were to solicit sponsorship for outreachy I believe the financial bucket is there for it. There is also the option to sponsor the students ourselves, at $6500 apiece. However, a more important initial requirement is to identify a coordinator to run our end of the project. The duties are spelled out by the program: https://www.outreachy.org/mentor/#coordinator The coordinator doesn't need to be a board member, but should be someone active in and familiar with the Inkscape project. Community/Developer Book campaign background info

A book purchasing program was raised at today's board meeting, as an idea to stimulate both community involvement and participation in development. We've done book purchasing programs successfully a couple times before, and they proved to be cost-effective and reasonably straightforward. Here are the referendums for these two events, which lay out a procedure I think we could roughly follow here as well. The main things that need defined are a) how we determine who is eligible to receive books, and b) what the list of books are to offer. A majority vote of the current board members is required for the following matter. Proposal: --------- Reimburse RdH for membership renewal expenses for Apple's developer program. This is estimated to cost 99€. - [ ] a. Yes, reimburse membership renewal for RdH - [ ] b. Apply for Apple's non-profit fee waver, via SFC. Allow RdH's membership to lapse for now. - [ ] c. No, cease participation in Apple's developer program for now. - [ ] d. RdH self-funded his membership in 2019, and used it to produce the native macOS Inkscape packages for version 1.0. His membership expires 8th of June, 2020. Apple also has a fee waver option that we could try to apply for, although we would likely require SFC to place the application. This may require more time and paperwork. Proposed Rennes Hackfest resolution

Voting is needed on funding for sponsorship of attendees at the Rennes Hackfest and LGM planned for May 2020. Proposal: --------- 1. Travel Sponsorship to Rennes, France. - [ ] a.
