I tried several of the 0.40 release packages, but I did not find a Windows Executable file. Is there a .exe available for the 0.40 release yet?

topic related to Inkscape, this would be an excellent time to do so.

The Inkscape community is proud to announce the release 0.40 of
Inkscape, "A Cross-platform Open Source Vector Graphics (SVG) Drawing
Tool." This release includes three majorly requested new capabilities:
Layers, Text-on-Path, and Bitmap tracing. In addition, there are many
minor features, a number of usability enhancements, three new tutorials,
and hundreds of bug fixes. This is by far the most feature-packed
release the project has had. This is all due to the strong developers
that have contributed countless hours on Inkscape 0.40.
Following our last release four months ago, we have focused intensively
on development, adding several new dependencies such as the Boehm
garbage collector and the stable Gtk 2.4 libraries. Because of this,
user's may encounter more trouble getting Inkscape installed on some
platforms than in previous releases. To help those who run into this
issue, we're also providing 'Static Binary' packages that include these
new libraries inside the package, and thus, the static releases are very
large.

Feature request

Hi,
while working with Inkscape (0.39) over the last
weeks, I realized that I am still missing a few
features:
1. The possibility to repeat patterns (x times)
along a circle (path).
2. The possibility to store color values somewhere.
Otherwise, Inkscape is really marvellous (the most
intuitive vector program I have used so far). Keep
up the good work!

Final release candidate for Inkscape 0.40

Hi All,
Tonight we are entering the 'Hard Freeze', the very last phase before
the final tagging and branching of 0.40, which is planned for tomorrow
evening.
Ted has created the final release candidate, 0.40pre5, which is now
available from the website.
Testing is essentially complete, however we're encouraging people to
give the release a quick review. We're looking for silly mistakes like
forgetting to update the version number, packaging problems, and major
show-stopper bugs. But also add anything else you find to the bug
tracker, and we can sort those issues out during the next development
cycle.
During this Hard Freeze phase, we're going to let the dust settle a
bit, do a once-over, and then proceed with packaging and delivering the
release.
As with all prior releases, once it's cut we need to switch into
marketing mode, in order to get the word out. This is where Inkscape
users can make a big contribution. We want to get word out on all the
major blogs, articles into relevant online magazines, and word of mouth
to friends and family. Stay tuned. :-)

Is there something wrong with the Inkscape CVS respository at the
moment? I can login / checkout / update other SF projects, but Inkscape
does this:
